A woman panchayat president in Tamil Nadu was prevented from assuming office merely because she hailed from the Scheduled Caste community, Governor RN Ravi said on Friday.

The woman, P Indumathi (of Navakkaneri village panchayat, Tirupattur district), could not take the oath of office, two years after winning the rural local poll, as she belonged to the SC community, he said at an event in Rajapalayam in the district.

"These are the people who always spread poison in the society. They are the people who have kept the society divided and in the name of social justice they have still kept a large population of our country especially the people from SC and ST suppressed," the Governor said in a veiled reference to the ruling DMK.

"... And they proudly proclaimed that they are the champions of social justice, Ravi said and added, "they are the people who spread poison just for the sake of politics," he said.

Man Dies By Suicide After Raid, Court Orders Agency To Revise Guidelines

A Delhi metropolitan court, while taking cognisance of various offences against four Directorate of Revenue Intelligence (DRI) officers, including abduction and abetment of suicide, has directed the agency to revise the guidelines to be followed by its officers during a raid.

Chief Metropolitan Magistrate Shivani Chauhan was hearing a case where a suspect was allegedly driven to end his life by suicide due to illegal detention, and physical and mental abuse by four DRI officers.

According to the case details, the central agency conducted a raid at the office, shop and residence of victim Gaurav Gupta on April 24, 2018.

The raid continued till the next morning, and after the victim and his father were taken to DRI office, Gupta ended his life by jumping out of a window.

An FIR was initially registered for the offence of murder. After investigation, however, a cancellation report was filed, and the Investigating Officer (IO) concluded that it was a case of suicide.

The court, in an order passed on September 25, said it was "prima facie" a case of suicide but it had to be seen whether the victim took his life of his own volition or something happened at the DRI office which drove him to take the extreme step.

It said the victim's father categorically stated that, during the raid at his residence, a DRI officer pointed a revolver at the victim, and four members of the raiding team slapped and misbehaved with them.

At the DRI office, he could hear his son being beaten in the adjoining room, the court noted. It said the victim and his father were detained without following the due procedure.

"There is nothing on record to show that the raiding party had the authority to detain these two persons without formal arrest and interrogate them at their office at that time. This act in itself is an abuse of the powers vested with the concerned officers of the DRI and the detention itself was illegal," the court said.

It said it was evident that the victim was verbally and physically abused both during the raid and after being taken to the DRI office.

"The victim was not given a chance to speak with his family members or advocates after the conclusion of the raid. The victim was not given adequate opportunity to rest...Rather he was straightaway and illegally taken to the office of DRI, beaten and abused during further interrogation which deteriorated the mental condition of the victim to such an extent that he was driven to commit suicide," the court said.

It said there was sufficient material on record to take cognisance of offences against the four officers-Parminder, Nishant, Mukesh and Ravinder- under IPC sections 323 (voluntarily causing hurt), 341 (wrongful restraint) 166 (public servant disobeying law with intent to cause injury to a person) 352 (punishment for assault or criminal force otherwise than on grave provocation), 362 (abduction), 348 (wrongful confinement to extort confession), 306 (abetment of suicide), 330 (voluntarily causing hurt to extort confession) and 34 (common intention).

"IO is directed to file an information sheet of all the four accused persons... Thereafter, summons be issued to the accused," the court said.

While there exist several guidelines and procedural safeguards to keep a check on the powers of investigating agencies like police, there are no judicial guidelines or procedural safeguards for agencies like the DRI and customs, the court said.

"In these circumstances and in view of peculiar facts of the present case, the court is under a bounden duty to issue directions to the DRI to revise the guidelines with respect to the procedures to be followed by its officers," the court said.

It prescribed several guidelines to be followed, including video recording and preserving the proceedings during the raid, allowing suspects an effective opportunity to consult their advocate and not detaining anyone without following the procedure of law.

"There should be audio and video recording of the interrogation of the suspect..." the court said.

The matter has been listed on October 17 for further proceedings.

Ram Temple To Open For Devotees Before January 26 Next Year: Official

Pilgrims will be able to have a glimpse of the idol of Lord Ram in his child form at the temple in Ayodhya definitely before January 26 and the first phase of construction of the grand temple will be completed by December this year, Chairman of Ayodhya Ram Mandir Construction Committee Nripendra Misra has said.

In an interview with ANI, Mr Misra said the ground floor of the temple has five mandaps, starting with the sanctum-sanctorum, where the deity would be installed.

He said the date of "pran prathistha" (consecration) has not been finalised yet.

"It is safe to announce through ANI that the pilgrims would be able to have a glimpse of Lord Ram in his child form definitely before January 26, 2024," Nripendra Misra said.

"I will not be able to give you the exact date because that would depend on the date announced by the Prime Minister's Office for the participation of PM on the last day of Pran Pratishtha, which has yet not been fixed. The date has not come from the Prime Minister's Office and we have to respect the decision of the PM's office in this matter," he added.

He was responding to a query about when the first batch of pilgrims will be able to visit the grand Lord Ram temple being built in Ayodhya.

Mr Misra, a former principal secretary to Prime Minister Narendra Modi, said people want to know when would the temple be completed.

"Their dream has come true. The temple is a reality. The temple will be completed in two parts, the first past- Phase 1 will be completed by December 2023. The first part will be the ground floor of the temple which is about 2.6 acres of land. The ground floor has five mandaps, starting with the sanctum-sanctorum, where the deity would be installed," he said.

"There are 160 pillars on the ground floor, and each pillar has 25 iconographical works of different forms. The work on the lower plinth, which tells Ram Khatha, that is based on carving on the stone and it is taken from Valmiki Ramayan, about 50 per cent of that would be completed," he added.

Supreme Court's verdict in 2019 on the Ayodhya dispute paved the way for the construction of a grand Ram temple.

Following the Supreme Court verdict, the Centre had set up Shri Ram Janma Bhoomi Tirtha Kshetra' Trust to take all decisions regarding the construction of a magnificent Ram Temple in Ayodhya.

The construction of the temple has been progressing at a steady pace under the supervision of the Trust. The idol of Ram Lalla will be in the sanctum sanctorum of the temple.

Prime Minister Narendra Modi laid the foundation stone for the construction of the Ram Temple on August 5, 2020.

After Aviation Body Refuses To Interfere In Akasa Crisis, Court Says...

The Delhi High Court Wednesday agreed with the contention of Akasa Air that the DGCA is not completely barred from taking action against pilots who violate the terms of their employment agreements.

However, the court did not grant any immediate relief to Akasa Air which sought direction to the DGCA and Union Ministry of Civil Aviation to take action against its pilots who have resigned without serving the notice period, saying it will first decide the issue of jurisdiction raised by the aviation sector regulator.

Justice Manmeet Pritam Singh Arora said since the Directorate General of Aviation (DGCA) has contended it has no jurisdiction to consider a representation made by the airline against the defaulting pilots under the extant law as it was a contractual dispute, the court will have to first decide the issue of jurisdiction before passing any other direction.

"There is no absolute restraint against the respondent from taking action as contended by respondent no. 1 (DGCA) and 2 (Ministry of Civil Aviation). To this extent, the court is in agreement with the submissions of the petitioner (airline)...", the court said.

The high court made it clear that during the pendency of Akasa Air's plea, in case a pilot acts in breach of the minimum contractual notice period, as specified in his or her employment agreement, then such an action will be at the pilot's own risk and remain subject to the outcome of this petition.

The high court passed the interim order on Akasa's plea seeking direction to the DGCA and the ministry to take appropriate steps (including by way of issuing necessary notices/ directives) to prevent any further violation of the Civil Aviation Requirement and other rules during the pendency of its petition.

Meanwhile, the court impleaded the Indian Pilots Guild and Federation of Indian Pilots as party respondents to the petition.

The court asked aviation sector regulator DGCA, Ministry of Civil Aviation, Indian Pilots Guild and Federation of Indian Pilots to file their replies to the main petition.

Fledging Akasa Air has filed the plea which said it is in a state of crisis following the sudden and abrupt resignation of 43 pilots, who left the airline without serving the mandatory notice period.

The airline and its CEO Vinay Dube approached the high court with their petition on September 14, seeking a direction to the DGCA to take coercive action against these pilots for their "irresponsible actions".

While pronouncing the order, the court noted the petitioners, at the outset, have stated they are not seeking any action against the 43 pilots who have already resigned and only want clarification of certain previous interim orders.

Akasa Air also sought an interim direction to DGCA to take appropriate action as per extant law for possible future infractions by the existing pilots of the airline.

The DGCA, in its response, told the court it cannot interfere in the employment agreement between pilots and Akasa Air.

It said it would be in the interest of the parties that Akasa Air complies with the mandate of the aviation regulator to maintain a limited schedule if it does not have the necessary number of pilots to maintain flight operations.

As per the Civil Aviation Requirement (CAR) 2017, while first officers (co-pilot) have to mandatorily serve a notice period of six months, the requirement for captains (pilot in command) is one year.

The DGCA, in its written submissions said, "The DGCA cannot interfere in the employment agreement between airline and the pilot which itself contains the mechanism of termination of pilots... ". It urged the court to dismiss the airline's petition with costs.

Regarding the airline's claim of cancellation of about 600 flights since June owing to the resignations, the regulator categorically denied the company provided it any documents or reasons for the same.

It added that as per the details submitted by Akasa Air, 1.17 per cent of its flights were cancelled in August, 2023.

The regulator said in case of major cancellations due to any reason, which is inclusive of pilot resignations, the regulator ensures the passengers are minimally inconvenienced and that appropriate protection is provided to them in the event of flight disruptions.

The Indian Pilots Guild and Federation of Indian Pilots in their written submissions opposed the airline's petition, saying it was indulging in the practice of forum shopping by engaging in multiple litigations as it has already filed a civil suit against the pilots in the Bombay High Court.

The Federation of Indian Pilots said the airline has failed to demonstrate that the alleged cancellation of 600 flights in August was solely attributable to resignation by pilots and added that it be treated as unsubstantiated, bald averment.

The airline, which operated its first commercial flight between Mumbai and Ahmedabad on August 7, 2022, has hit turbulence following the resignation by its pilots.

SNV Aviation Private Limited, which flies under the brand name Akasa Air, has sought a direction to the DGCA to take coercive action against pilots who failed to comply with the mandatory notice period requirements in terms of the CAR 2017.

The airline, in its plea, said it has not been able to secure any efficacious remedy to protect itself and the public from "reckless and irresponsible" actions of certain pilots and added it was deeply aggrieved by the "callous" conduct of the pilots whose actions are blatantly in the teeth of the 2017 CAR and the contractual arrangements with the company.

It said with every such "illegal" resignation, that is conveniently carried out by the pilots without consequence, other pilots are encouraged to follow the same course of action which is clear from the ever-increasing number of pilots who have resigned since the first resignation in June 2023.

The plea said the airline officials met DGCA representatives several times to explain their difficulties but failed to receive any response or assurance from the authorities after which it gave a representation to the Minister of Civil Aviation but no action appears to have been taken.

JPMorgan To Pay US Virgin Islands $75 Million To Settle Sex-Trafficking Suit

JPMorgan Chase announced Tuesday that it will pay $75 million to settle a US Virgin Islands' (USVI) lawsuit that accused the bank of facilitating Jeffrey Epstein's sex trafficking ring.

The big US bank, which previously reached a $290 million settlement with Epstein's victims, also announced an agreement with former JPMorgan executive Jes Staley for an undisclosed sum.

These cases together resolve the bank's remaining litigation over its embarrassing long-running association with the late Epstein.

The agreement with the Virgin Islands came a few weeks ahead of a scheduled trial in New York. 

The settlement includes $30 million to support USVI charitable organisations, $25 million to enhance USVI law enforcement to combat human trafficking, and $20 million in attorney fees.

The Virgin Islands had originally sought $190 million in damages for the bank's role in enabling Epstein's sex crimes, including in the Virgin Islands, where he had a residence.

The ongoing litigation has yielded myriad disclosures that have raised questions over why JPMorgan did not act more quickly to cut off Epstein after bank officials became aware of his conduct.

JPMorgan began its banking services with Epstein as early as 1998 but did not cut him off until 2013.

Plaintiffs had alleged that JPMorgan either knew or should have known from 2006 that it was supporting a sexual predator, but that the bank kept the billionaire Epstein as a client well beyond that period.

Interpol Issues Red Corner Notice Against Wanted Khalistani Terrorist Karanvir Singh

The International Criminal Police Organization, commonly known as Interpol, on Monday issued a Red Corner Notice against Karanvir Singh, a member of the banned terrorist group Babbar Khalsa International.

Interpol updated its website by putting out a Red Corner Notice for the Khalistani terrorist.

Singh is believed to be hiding in Pakistan and was a member of the pro-Khalistan terrorist group Babbar Khalsa International, intelligence sources told news agency ANI.

As per the Interpol portal, 38-year-old Karanvir Singh has roots in Punjab's Kapurthala district.

Further, according to Interpol, Singh is wanted by India for criminal conspiracy, murder, offences related to the Arms Act, and Explosive Substances Act, raising funds for terrorist acts, conspiracy, and being a member of a terrorist gang or organisation.

A Red Corner Notice is a request to the law enforcement authorities of Interpol's member countries to find and temporarily detain a person until extradition, surrender, or a similar legal process can take place.

Earlier, Interpol issued a Red Notice to all member countries against gangster Himanshu alias Bhau, who is believed to be living abroad.

Giving details, a spokesperson of Haryana Police said Rohtak Police succeeded in getting a Red Corner Notice issued against a most wanted accused, who is believed to have fled abroad.

The Red Corner Notice against the wanted pro-Khalistani terrorist comes amid a diplomatic spat between New Delhi and Ottawa in the wake of Canadian Prime Minister Justin Trudeau's claim of an India hand in the killing of Khalistani terrorist Hardeep Singh Nijjar.

New Delhi dismissed the allegations, calling them 'absurd' and 'motivated'.

At a news conference in New York, the Canadian PM, however, failed to present any evidence to back his claim of Indian involvement in Nijjar's killing. Trudeau was repeatedly quizzed on the nature of the allegations but stuck to reiterating that there were "credible reasons" to believe that India was linked to Nijjar's death.

"There are credible reasons to believe that agents of the Government of India were involved in the killing of a Canadian on Canadian soil. That is ...there is something of utmost foundational importance in a country's rule of law in a world where international rules-based order matters," Trudeau said.

"We call upon the Government of India to take seriously this matter and to work with us to shed full transparency and ensure accountability and justice in this matter," the Canadian PM added.

According to CBC News, the Canadian government invested both human and signal intelligence in a months-long investigation into Nijjar's death. That intelligence includes communications involving Indian diplomats present in Canada.

The Ministry of External Affairs on Thursday, however, said no information has been shared by Canada with regard to the killing of Nijjar.

"We are willing to look at any specific information that is provided to us, but so far we have received no specific information from Canada," Arindam Bagchi, the spokesperson for the Ministry of External Affairs (MEA), said during a briefing.

A designated terrorist in India, Nijjar was shot dead outside a Sikh temple in Surrey, British Columbia, on June 18.

Video Of Couple Kissing In Delhi Metro Coach Goes Viral, Angers Internet

After a string of videos of couples getting intimate in coaches of Delhi Metro surfaced online, another similar clip has surfaced on social media, angering a section of internet users. In the undated clip, a couple can be seen hugging and kissing near the automated doors of a moving metro train.

The video claims that the incident occurred near the Anand Vihar metro station. It is to be noted that the Delhi Metro Rail Corporation has repeatedly urged passengers to not indulge in such activities and act appropriately inside the train. NDTV cannot verify the authenticity of this video. 

The video was captioned as, ''Another emotional video of Anand Vihar #delhimetro (OYO).
Maybe we have forgotten that love is blind, people are not.''

The video has enraged many social media users who urged the DMRC to take action on the matter. Others questioned the idea of filming the act and circulating the couple's video without their consent.

One user wrote, ''Shows the couple's immaturity - could have avoided unwanted attention. And discussing it for a long time is also unnecessary.'' Another commented, ''This is become regular in Delhi? why? looking very very awkward.''

A third said, ''Seriously what's wrong if they are kissing each other and not disturbing anyone else, looks like people like you have no other work than interfering in other people's lives.''

In May this year, the Delhi Metro Rail Corporation said that it had decided to strengthen patrolling at stations and inside trains by uniformed security personnel and staffers in plain clothes after a string of such videos caused controversy. 

The Delhi Metro also requested commuters to report such incidents to the "nearest available metro staff/CISF immediately so that appropriate action can be taken".

 A few months back, a video of a young couple kissing each other while sitting on the floor of a metro coach went viral on social media. The DMRC in a statement said that it "expects its commuters to behave responsibly while using the Delhi Metro and follow all social etiquette and protocols which are acceptable in the society".

"Commuters should not indulge in any indecent/obscene activity that may cause discomfort or could offend the sensibilities of other fellow commuters. DMRC's Operations & Maintenance Act in fact lists out indecency as a punishable offence under Section 59," it said.

2 Newborns Die Of 'Cold' In UP Clinic, Doctor Arrested: Cops

Two newborns died at a private clinic in Shamli district on Sunday allegedly because they were kept in a room that was too cold, police said.

The families of the newborns alleged that the owner of the clinic -- Dr Neetu -- on Saturday had kept the air conditioner on overnight because he wanted to sleep well. The babies were found dead the next morning.

SHO (Kairana) Netrapal Singh said on a complaint filed by the families of the children, a case under section 304 (punishment for culpable homicide not amounting to murder) of the IPC has been registered against Neetu.

He has been arrested, the SHO said.

Meanwhile, the health department has ordered an inquiry into the incident.

Additional Chief Medical Officer (ACMO) Dr Ashvani Sharma said strict action will be taken against those found guilty in this case.

According to the complaint, the babies were born in the government primary health centre in Kairana on Saturday and later shifted to the private clinic on the same day.

They were kept at the phototherapy unit for treatment. Dr Neetu switched on the air conditioner for sleeping on Saturday night, and both the children were found dead the next morning at the unit when their families went to see them, they said.

The families of the victims protested over the incident and demanded strict action against Neetu.

Russia Minister Dismisses Ukraine Peace Plan, UN Bid To Revive Grain Deal

Russia's Foreign Minister Sergei Lavrov said on Saturday that Ukraine's proposed peace plan as well as the latest UN proposals to revive the Black Sea grain initiative were both "not realistic."

Lavrov spoke at a press conference after a week of intense global diplomacy at the annual gathering of world leaders at UN headquarters in New York where Ukraine and its Western allies sought to drum up support for Kyiv.

"It is completely not feasible," Lavrov said of a 10-point peace blueprint promoted by Kyiv. 

"It is not possible to implement this. It's not realistic and everybody understands this, but at the same time, they say this is the only basis for negotiations."

He said the conflict would be resolved on the battlefield if Kyiv and its Western allies stuck to that stance.

Lavrov added that Moscow left the Black Sea grain initiative because promises made to Russia - including removing sanctions on a Russian bank and reconnecting it to the global SWIFT system - had not been met.

He said the latest UN proposals to revive that export corridor for Ukrainian agricultural products were "simply not realistic".

Poll Body To Decide On J&K Assembly Elections, BJP Ready: Jitendra Singh

The BJP is always ready for elections and it is up to the Election Commission (EC) to decide when the Jammu and Kashmir Assembly polls will be held, Union minister Jitendra Singh said here on Saturday.

The Lok Sabha MP from Udhampur also said the situation in Jammu and Kashmir has improved a lot over the last few years.

"It is up to the EC to decide when the election will be conducted. As far as the BJP is concerned, it is always ready for every election -- whether it is the panchayat, Assembly or Parliament," Mr Singh told reporters on the sidelines of a function here.

The Union minister of state in the Prime Minister's Office (PMO) also said "there have been no incidents of stone-pelting (in Jammu and Kashmir) for so many years now. Encounters do not take place while walking on the roads. The status of tourism is such that houseboats and hotels are full of tourists".

Jitendra Singh said Jammu and Kashmir has an important role to play in India's growth story as it emerges as a powerful country in the next 25 years, as envisaged by Prime Minister Narendra Modi.

"The prime minister says India will emerge as a powerful nation in the world in the next 25 years and in that journey of development, Jammu and Kashmir has an important role to play," he said.

Delhi Woman Pours Acid On Daughter-In-Law, Arrested: Cops

A 49-year-old woman was arrested on Friday for allegedly attacking her daughter-in-law with acid in their house in northeast Delhi's New Usmanpur area, the police said.

Anjali allegedly attacked her 22-year-old daughter-in-law with acid on Wednesday. The woman suffered 25 per cent burn injuries and is currently hospitalised, they said.

The incident took place on Wednesday in their house in New Usmanpur here, where the victim lives on the second floor and her in-laws reside on the ground floor, Deputy Commissioner of Police (North East) Joy Tirkey said.

The victim has been married for the past two years and has a six-month-old daughter, he added.

Anjali had filed a suit for eviction against her daughter-in-law in Karkardooma Court, Mr Tirkey said.

On Wednesday, both parties attended a court hearing on the matter. After returning to their house, Anjali, in a fit of rage, attacked her daughter-in-law and poured acid on her, he added.

The woman's in-laws, including the accused, fled after the incident and took shelter at an acquaintance's house in the Sant Nagar area of Burari, from where Anjali was arrested on Friday, the police said.

The 22-year-old victim was rushed to the JPC Hospital from where she was referred to the LNJP Hospital and is still being treated for acid burns, the DCP said.

Based on the victim's statement, an FIR under sections 323 (voluntarily causing hurt), 326A (causing grievous hurt by use of acid), and 34 (common intentions) of the Indian Penal Code has been registered against the accused at New Usmanpur police station, he added.

The case is under investigation and more arrests are likely in the case, the DCP said.

The Delhi Commission for Women (DCW) issued a notice to the police on Thursday seeking an action-taken report on the matter, along with a copy of the FIR.

CBI Books Kendriya Vidyalaya Principal For Admitting 193 Students On Fake Certificates

The CBI has booked the principal of Kendriya Vidyalaya, Waltair, for allegedly admitting 193 ineligible students on the basis of fake service certificates purportedly issued by various Central government departments by taking bribes from their parents, officials said Thursday.

The CBI has registered two FIRs against Principal S Sreenivasa Raja pertaining to the admission of 124 ineligible students during the academic year 2022-23 and 69 such students for 2021-22, they said.

The agency has alleged that Raja conspired with the parents of ineligible students, provided admission to them into various classes without verifying the applications and service certificates, and received undue pecuniary advantage to his bank accounts with the State Bank of India and the Union Bank of India through UPI mode.

The irregularities were detected by the CBI during a joint surprise check conducted by its Visakhapatnam unit on May 3 and 4 this year at Kendriya Vidyalaya, Waltair, in order to verify the admissions provided by Raja for 2022-23.

"Raja conspired with the parents of ineligible students and provided admissions to ineligible students of various classes...and received a pecuniary advantage in lieu of providing the admissions," the FIR said.

The action against Raja was initiated after getting sanction from the commissioner of the Kendriya Vidyalaya Sangthan.

27 Women MPs Joined Quota Bill Debate In Lok Sabha, All Backed It

Twenty-seven women MPs cutting across party lines spoke during the debate on the women's reservation bill in Lok Sabha on Wednesday, with BJP legislators coming out in support of it and the opposition parties also backing it while demanding its immediate implementation.

At present, there are 82 women MPs in Lok Sabha, out of a total strength of 543.

The government on Tuesday introduced the Constitution (128th Amendment) Bill, which seeks to reserve 33 per cent of seats for women in the Lok Sabha and state assemblies. It was the first bill introduced in the new Parliament building.

Initiating the debate on the bill from the opposition's side, Congress leader Sonia Gandhi said that any delay in bringing the reservation into effect would be a "gross injustice" to Indian women.

"Rajiv Gandhi's dream is only half fulfilled. It will be fulfilled with the passage of this bill. The Congress supports this bill. We will be happy with the passage of this bill but we also have a concern. I want to ask a question. For the last 13 years, Indian women have been waiting for their political responsibilities, and now they are being asked to wait for a few more years -- two years, four years, six years, eight years," the former Congress chief said.

Is such behaviour with Indian women appropriate, she asked.

"It is the demand of the Indian National Congress that the bill be immediately implemented... but, along with that, provision should be made for the reservation of SC, ST, OBC women after conducting a caste census," she said.

NCP MP Supriya Sule also demanded that the bill be immediately implemented.

"Let's make a constitutional amendment to show our commitment to SC/ST and OBC. Unless we have delimitation and census we can't implement it so what is this special session?... The date of next census is indeterminate, the date of next delimitation is indeterminate so how are we going to get it," Ms Sule said.

Terming the women's reservation bill a "sham", TMC MP Mahua Moitra said it should be renamed as "women's reservation rescheduling bill" and asserted that what was needed was action not "the placebo of legislatively-mandated procrastination".

Participating in the debate, Ms Moitra said women's reservation is dependent on two totally "indeterminate dates" and asked, "Can there be a greater jumla".

DMK MP Kanimozhi Karunanidhi also made a similar demand.

"How long should we wait before this bill can be implemented. We have seen it can easily be implemented in the coming elections. This bill is not just an act of reservation but an act of removing bias and injustice and if you do not remove the clause which says after delimitation then there is no point, because we do not know till when this inordinate delay will go on," she said.

Shiromani Akali Dal MP Harsimrat Kaur Badal said if there is no final date on its implementation, then what was the urgency to bring it in this session.

"You have brought a bill which will not give the rights to women in the next 5-6 years," she said.

Union minister Smriti Irani slammed the opposition over its demand that the bill be implemented immediately, asking whether it is their wish to not follow constitutional process.

Intervening in the discussion on the bill, the women and child development minister also hit out at opposition parties such as the Samajwadi Party for their demand for reservation for minorities and said they do not know that reservation based on religion is "prohibited" under the Constitution.

Irani cited the women's reservation bill brought by the UPA government that was passed in 2010 by the Rajya Sabha and claimed that the Congress' proposal was that in 15 years, the rights of women regarding reservation in Parliament would be taken away.

Responding to the opposition's contention that the reservation be implemented with immediate effect, Irani read out provisions of the Constitution regarding census and delimitation to drive home the point that it was necessary to include in the bill.

The other two ministers to intervene were Minister of State for Health Bharati Pawar and Minister of State for Commerce and Industry Anupriya Patel.

Ms Patel expressed confidence that Prime Minister Narendra Modi will come up with some steps to protect the interest of women belonging to backward classes.

Ms Patel, a member of the Apna Dal, a BJP ally, said the demand of the opposition is not wrong and it is a "serious issue" as women belonging to backward classes are marginalised.

"In our society, women belonging to backward classes are marginalised. Their challenges are different and more, and hence the demand for reservation keeps coming," Ms Patel said.

The other women MPs who took part in the debate were Sumalatha Ambareesh, Sarmishta Sethi, Jaskaur Meena, Dimple Yadav, Sandhya Ray, Navneet Ravi Rana, Veena Devi, Sunita Duggal, S. Jothimani, Bhawana Gawali (Patil), Sangeeta Azad, Rajashree Mallick, Geeta Viswanath Vanga, Kakoli Ghosh Dastidar, Dr. Beesetti Venkata Satyavathi, Ramya Haridas, Gomti Rai, Kavita Singh, Agatha K Sangma, Aparajita Sarangi, Shardaben Anilbhai Patel and Satabdi Roy.

Chandrayaan-3 Mission Cost Less Than Some Space Movies: Finance Minister

Union Finance Minister Nirmala Sitharaman on Wednesday said that the success of Chandrayaan-3 will have a big impact on India's industrial and technological ecosystem.

While speaking in the Rajya Sabha, the Union Minister briefed the House about the Chandrayaan-3 mission of the Indian Space Research Organisation (ISRO).

"In 1975, we launched our first satellite Aryabhatta with the help of the Soviet Union's (USSR). Now, the success of Chandrayaan-3 will have a big impact on India's industrial and technological ecosystem. Although we needed help from the Soviet Union to launch our first satellite Aryabhatta, today we have launched 431 foreign satellites for other countries till July 2023," Ms Sitharaman said in the Upper House.

The Minister also praised ISRO's innovative choices in the Chandrayaan-3 project, like choosing a route that allows a cost-effective and sustainable method of accomplishing the project.

"Chandrayaan-3 mission cost only around US $75 million (approximately). Our Chandrayaan-3 mission commanded a lesser budget than some movies made on space itself...," she said.

Notably, day 3 of the Parliament special session witnessed a debate on the women's reservation Bill in the Lok Sabha, while the Rajya Sabha discussed India's space journey focusing on Chandrayaan-3's successful soft-landing on the moon.

India took a giant leap as the Chandrayaan-3 lander module successfully landed on the moon's South Pole on August 23, making it the first country to have achieved the historic feat and bringing to an end the disappointment over the crash landing of the Chandrayaan-2, four years ago.

After having landed, the Vikram lander and the Pragyan rover performed different sets of tasks on the lunar surface, including finding the presence of sulphur and other minor elements, recording relative temperature, and listening to movements around it.

The stated objectives of Chandrayaan-3, India's third lunar mission were a safe and soft landing, rover roving on the Moon's surface, and in-situ scientific experiments. Meanwhile, the Vikram lander and Pragyan rover are in "sleep mode", with awakening expected around September 22.
