Uttarakhand Police To Launch 'Cyber Comics' With Help Of AI To Control Cyber Fraud

In a bid to control cyber crime, Uttarakhand Police will soon launch 'Cyber Comics' to raise awareness among people about cyber fraud. That's not all, the characters of the comic will be generated with the help of artificial intelligence which is currently being developed by the cyber police team of the Special Task Force (STF). 

Uttarakhand will be the first state in the country to use AI to develop a comic. The stories in the comic will revolve around a fictional character called "Super Cop Chakresh", The video format comic will be published every Monday and will have a story related to cyber fraud. 

The content of the comics will be suitable for all age groups and the duration of each video will be around 30-50 seconds. Police are spreading the word through social media platforms and WhatsApp groups. 

The topics in the comic will revolve around how criminals dupe people using technology and what can be done to not become a victim that will help to raise awareness among people reading them across the country.

The police will make it available to the maximum number of people and will put it out on social media platforms. The state police is also planning to show it in schools and colleges to raise awareness amongst young minds.

iPhones Worth Rs 65 Lakh Stolen From Warehouse In Pune, 1 Arrested

A 32-year-old man was arrested in Pune on Tuesday for allegedly breaking into a warehouse in Pune district and stealing iPhones worth Rs 65 lakh, police said.

Accused Tophajul Khurshid Shaikh, a resident of Jharkhand, was Arrested by the Anti-Extortion Cell of Mumbai police's crime branch from Masjid Bunder area, an official said.

He had allegedly broken into a warehouse in Wagholi area near Pune on July 15 and stolen at least 105 iPhones.

Shaikh was handed over to Lonikand police station in Pune district which is probing the case, the official said.

All About Geetika Srivastava, First Woman To Lead Indian Mission In Pak

The Indian High Commission in Islamabad will soon be headed by a woman diplomat, a first since Independence. Geetika Srivastava, a 2005 batch Indian Foreign Service (IFS) officer, will be India's new charge d'affaires in Islamabad. 

Ms Srivastava is likely to take up her assignment in Islamabad soon, news agency PTI reported quoting a person familiar with the matter. She will take over the office of charge d'affaires from Dr M Suresh Kumar.

– Ms Srivastava is presently serving as joint secretary at the Ministry of External Affairs (MEA) headquarters. 

– In charge of MEA's Indo-Pacific division, she takes care of India's multilateral diplomacy with ASEAN, IORA and others.

– Earlier, she served a two-year tenure at the Indian Embassy in China where she also learnt Mandarin.

– She has also served as Director in the IOR Division of the MEA as well as a Regional Passport Officer in Kolkata.

– Ms Srivastava is the latest addition to the “Female Diplomatic Club.” Her appointment comes soon after the United Kingdom (UK) posted its first woman envoy in Pakistan.

Both Indian and Pakistani High Commissions in Islamabad and New Delhi are headed by their charge d'affaires. This came after Pakistan downgraded diplomatic ties following India's decision in August 2019 to withdraw the special status of Jammu and Kashmir (J&K). Since then, there has been no full-time high commissioner in Islamabad and New Delhi. Only the middle-level diplomats have been posted as charge d'affaires.

Meanwhile, Pakistan has named Saad Warraich as the new charge d'affaires for India. Saad Warriach will replace Aizaz Khan, the current charge d'affaires at the Pakistan High Commission in New Delhi. It is also reported that the two countries have already exchanged diplomatic visas for the new positions by both parties.

In the last 76 years, India has always been represented by male diplomats in Pakistan. Since 1947, when New Delhi sent Sri Prakasa as the first Indian High Commissioner to Islamabad, there have been 22 heads of mission. Ajay Bisaria, the last Indian High Commissioner to Islamabad, was withdrawn following Pakistan's decision to downgrade the diplomatic ties with India. This came after the abrogation of Article 370 in 2019.

Mahira Khan On Battling Depression After Backlash Over Raees: "I Felt Attacked"

Pakistani actress Mahira Khan, in a recent interview, opened up about her mental health struggle and being diagnosed with manic depression. Talking to FWhy Podcast, the Raees actor said that her mental health aggravated after stepping into Bollywood with the Shah Rukh Khan-starrer Raees, and the 2017 incident, where pictures of her smoking with actor Ranbir Kapoor went viral. Mahira Khan made her Bollywood debut with Raees alongside Shah Rukh Khan in 2017, the same year the smoking pictures with Ranbir Kapoor went viral. Reflecting on the backlash she faced, Mahira said, "That (backlash) brought out the anxiety and depression hidden inside me. That was a hard time for me. I felt attacked. The constant backlash… You are getting mean tweets, and comments on their channels (Indian channels). That was a time my faith broke and I developed severe anxiety to the point that one day I had a panic attack and fainted. That was the first time I went to therapy. But that didn't work out, as I went to several therapists... that year was rough... I couldn't sleep, my hands used to shake."

Mahira also discussed about the 2016 Uri attack, after which Pakistani actors were banned from working in Bollywood.

Mahira said, "I had finished the film (Raees) and everything was going fine and then suddenly this attack (Uri attack) happens. Politically everything gets messed up. With India, it is always political. But the fact that it could get this messy! I was not scared, but I was threatened. Constant tweets I would get calls, and very scary ones. The only thing I wanted was that 'Okay fine I can't go to India to promote it (Raees), but I hope it releases in my country because I knew people would rush to watch it as he (Shah Rukh Khan) is loved here (in Pakistan)."

On the work front, Pakistani heartthrobs Fawad Khan, Mahira Khan, Sanam Saeed are set to headline Netflix's first Pakistan-themed original. Scrapped Article 35A Took Away Fundamental Rights: Chief Justice Of India

The Supreme Court on Monday prima facie agreed with the Centre's submission on pleas challenging the abrogation of Article 370 that the Constitution of Jammu and Kashmir is "subordinate" to the Indian Constitution, which is on a higher pedestal.

A five-judge bench headed by Chief Justice DY Chandrachud, however, did not seem to be in agreement with the plea that the Constituent Assembly of the erstwhile state, which was disbanded in 1957, was in reality a legislative assembly.

Without naming the two mainstream political parties of the erstwhile state, the Centre said citizens have been misguided that the special provisions for Jammu and Kashmir were "not discrimination but a privilege".

"Even today two political parties are before this court defending Article 370 and 35A," the solicitor general told the top court on the 11th day of hearing the litany of pleas challenging the abrogation of the constitutional provision which bestowed special status to the erstwhile state of J-K.

Solicitor General Tushar Mehta, appearing for the Centre, said there is enough material to show that the Constitution of Jammu and Kashmir is subordinate to the Constitution of India and the constituent assembly of J-K was in reality a legislative assembly making laws.

"At one level, you may be right subject to rejoinder arguments from the other side (petitioners' side) that the Constitution of India is really a document which lies on a higher platform than that of the Constitution of J-K," the bench also comprising justices Sanjay Kishan Kaul, Sanjiv Khanna, BR Gavai and Surya Kant said.

It told Mehta that it would be difficult to accept the second limb of the argument that the Constituent Assembly (CA) of J-K was, in reality, a legislative assembly as proviso to Article 370 specifically mentioned that it (CA) brought certain subjects into the fold of the state upon its approval.

Mehta, said, "The Constituent Assembly of J-K was for all purposes functioning as the state legislature apart from framing a subordinate document called 'the Constitution of Jammu and Kashmir' also made legislations by passing several laws." He said the Constituent Assembly of Jammu and Kashmir, in the exercise of its limited powers, approved and adopted the Constitution of Jammu and Kashmir which was nothing but a "legislative piece" for internal governance with the overarching application of the Indian Constitution.

The solicitor general further submitted that the effect of Article 370 was such that by the administrative act of the President and the state government, any part of the Constitution of India with respect to J-K can be amended, altered or even "destroyed" and new provisions can be created.

He said that after the 42nd amendment, the words "Socialist" and "Secular" were not made applicable to Jammu and Kashmir.

"Even the word "Integrity" is not there. Fundamental duties were not there, which exists in the Indian Constitution.

"The Jammu and Kashmir Constitution provided for a separate provision for permanent residents of J-K in Article 7. It removed references to Scheduled Tribes from Article 15(4). Other Articles 19, 22, 31, 31A and 32 were applied with some modifications…," Mehta said.

He referred to another contentious provision, Article 35A, of the Indian Constitution that gave special rights to only permanent residents of the erstwhile state and said it was discriminatory, to say the least.

"Under the provision (A-35A), people like sanitation workers working in the erstwhile state for decades were not given equal rights like that of permanent residents of J-K.

"This discrimination continued till the provision was abrogated in 2019. Non-permanent residents of J-K were not able to purchase lands, could not avail scholarship, employment in the state government," he said, urging the court to look into issues from the "eyes of people".

CJI Chandrachud deciphering Mehta's submissions said that by enacting Article 35A, they took away fundamental rights of equality, liberty to practice profession in any part of the country and even granted immunity from legal challenges and the power of judicial review.

"People were misguided by those - who were supposed to guide them - that this was not a discrimination but a privilege. Even today two political parties are before this court defending Article 370 and 35A," the Solicitor General said.

Mehta submitted that the Constitution of Jammu and Kashmir needed to be repealed because it could not co-exist with the Indian constitution.

"On November 21, 2018, the legislative assembly of the state was dissolved but there was no contemporaneous challenge by any political party or any citizen or leader.

"Till, today there is no challenge to the dissolution of the assembly," he said, adding that despite there being no challenge, arguments were made by the petitioners' side that the action was "arbitrary".

Mehta added that on June 20, 2018, under Section 92 of the J-K Constitution, the Governor's rule was imposed in the state due to the failure of constitutional machinery in the state and only one petition challenged it after 14 months.

"No political party challenged the governor's rule or dissolution of the assembly. We are being called at midnight in this court for a hearing on forming governments, but here there are no challenges.

"Yet, arguments have been made that how can the governor dissolve the House. I am unable to understand the hollowness of the arguments," he submitted, adding that in J-K, Governor's rule has been imposed eight times and President's rule three times.

The hearing remained inconclusive and would continue on Tuesday.

On August 24, commencing their arguments in support of the abrogation of Article 370, the Centre had asserted there was no "constitutional fraud" in annulling the provision that accorded special status to the erstwhile state of Jammu and Kashmir.

Several petitions challenging the abrogation of the provisions of Article 370 and the Jammu and Kashmir Reorganisation Act, 2019, which split the erstwhile state into two union territories - Jammu and Kashmir, and Ladakh - were referred to a Constitution bench in 2019.

Civil Service Aspirant Dies By Suicide In Rajasthan: Police

A girl, preparing for the Union Public Service Commission (UPSC) examination in Rajasthan's Hanumangarh allegedly died by suicide on Saturday, officials said.

According to Vedpal Singh, Circle Inspector, Hanumangarh, the dead has been identified as Priyanka.

"A girl died by suicide yesterday. She had been living in a girls' hostel along with other girls since June and was taking online classes for IAS preparation...We have found a note and we are examining it. We have sent the body for post-mortem and have registered a morgue based on a report given by her father... Further investigating the case is underway," Vedpal Singh, Circle Inspector, Hanumangarh.

The police said that the dead had been living in a girl's hostel with other girls since June and was taking online classes for the preparation of UPSC.

Further investigation into the matter is underway.

Notably, suicide cases among students are rising in Rajasthan, the state government has been alerted and come on a war footing to avert these types of incidents.

Recently, amid the rising suicide cases among students in Rajasthan's Kota, state Chief Minister Ashok Gehlot formed a committee that would submit a report on students' suicide. As many as 22 students have died by suicide in the last eight months in Rajasthan's Kota.

Earlier, referring to the National Crime Records Bureau (NCRB) data on student suicides, Ashok Gehlot said, "According to NCRB, around 13,000 students died by suicide in 2021. Maharashtra recorded the maximum number of suicides with 1,834 deaths, followed by Madhya Pradesh (1,308), Tamil Nadu (1,246), Karnataka (855) and Odisha (834). The problem can be solved with a collective effort."

The number of such suicides in Rajasthan was 633, which is less than in other states, but the state government is 'serious and sensitive' towards the issue, an official statement said.

7 Injured In Mass Shooting At Caribbean Festival In Boston: Police

At least seven people were hospitalized after a mass shooting at a Caribbean festival in Boston early Saturday, the police said.

None of the seven had life-threatening injuries, they added.

"Firearms have been recovered and arrests made," the police from the northeastern city said in a brief statement.

An earlier advisory from Boston police warned that traffic would be impacted by a pair of parades Saturday linked to an annual Caribbean carnival, with one beginning at 6:30 am (1030 GMT) and a second hours later.

Police said they received a first call about shots being fired at 7:44 am.

Unverified social media posts appeared to show people running from a chaotic street scene, with some falling to the ground.

One person died during last year's Caribbean festival, local media reported.

Mass shootings have become disturbingly common across the United States, with easy access to firearms in most states.

On Friday night, two women were wounded by gunfire in Chicago while at a major league baseball game between the White Sox and the visiting Oakland Athletics.

PM Modi To Address B20 Summit India Tomorrow

Prime Minister Narendra Modi will address the B20 Summit India 2023 here on Sunday. His office said the Summit has brought policy makers, business leaders and experts from across the world to deliberate and discuss the B20 India Communique. The B20 India Communique includes 54 recommendations and 172 policy actions for submission to G20, it said.

The Business 20 (B20) is the official G20 dialogue forum with the global business community. Established in 2010, B20 is among the most prominent engagement groups in G20 with companies and business organisations as participants.

The B20 works to deliver concrete actionable policy recommendations to spur economic growth and development, the Prime Minister's Office (PMO) said.

The three-day summit started on August 25 and its theme is R.A.I.S.E - Responsible, Accelerated, Innovative, Sustainable and Equitable businesses. It is being attended by over 1,500 delegates from about 55 countries.

"Don't Have Expertise": Supreme Court Refuses To Pass Order On Cauvery Row

The Supreme Court on Friday refused to pass any order on the Tamil Nadu government's plea seeking release of 24,000 cusecs of Cauvery water daily by Karnataka for irrigating the standing crops.

A three-judge bench headed by Justice BR Gavai sought a report from the Cauvery Water Management Authority (CWMA) on the amount of water released by Karnataka, after Additional Solicitor General Aishwarya Bhati informed the court that a meeting of the authority is scheduled for Monday.

"We do not possess any expertise on the matter. The ASG informs that authority is meeting on Monday to decide discharge of water for next fortnight.

"We find that it will be appropriate that CWMA submits its report on whether the directions issued for discharge of water have been complied or not," the bench, also comprising Justices PS Narasimha and PK Mishra, said.

Additional Solicitor General Aishwarya Bhati, appearing for the Centre, informed the bench that the meeting of CWMA is scheduled to be held on August 28 to consider the discharge of water for the next 15 days.

Senior advocate Shyam Divan, representing Karnataka, said it has been a distressing year for the state, and since it received scanty rainfall, a shortfall in releasing water to Tamil Nadu is inevitable.

He said the water earmarked by CWMA has already been discharged but it takes three days for it to travel to Tamil Nadu.

Senior advocate Mukul Rohatgi, appearing for Tamil Nadu, said water has not been made available to the lower riparian state despite orders from CWMA.

The matter will now be taken up for consideration on September 1.

The Karnataka government has described as "wholly misconceived" Tamil Nadu's plea seeking a direction from the top court that it be asked to release 24,000 cusecs (cubic foot per second) of Cauvery water daily for standing crops.

The Karnataka government, in an affidavit filed in the top court, has said Tamil Nadu's plea was based on an incorrect assumption that "the current water year is a normal water year and not a distressed water year".

Rainfall has been 25 per cent lower and the water inflow into Karnataka's four reservoirs 42.5 per cent lesser, the affidavit said, adding that the stipulated release shall not be applicable this year.

The Karnataka government said in the affidavit the southwest monsoon has largely failed so far during the current water year.

Due to the same, a "distress condition" has arisen in the Cauvery basin in Karnataka, it said.

"Karnataka, therefore, is not obliged to and it cannot be compelled to ensure water as per the stipulated relief is prescribed for the normal year," the affidavit stated.

A bench headed by Chief Justice of India DY Chandrachud had earlier said a fresh bench will be set up to hear the decades-old dispute between Tamil Nadu and Karnataka over sharing of the Cauvery river water.

Referring to the deliberations of the Cauvery Water Management Authority in Delhi in August, Tamil Nadu Water Resources Minister Duraimurugan had said the requirement for Cauvery water was emphatically put forth by state officials.

"However, Karnataka as usual changed its stand and categorically said that it could only release 8,000 cusecs and that too only till August 22," he had said.

The minister had said it was unanimously decided at a meeting of the Cauvery Water Regulatory Committee on August 10 that 15,000 cusecs per day would be released by Karnataka to Tamil Nadu for 15 days.

"Hence, the Tamil Nadu government has no other option but to approach the Supreme Court. Soon, a case will be filed in the apex court. Justice will win and we will get water and Chief Minister MK Stalin-led government is determined to get water," he had said.

The combined storage capacity of the four dams in Karnataka is 114.571 tmc ft (thousand million cubic feet) and it has 93.535 tmc ft storage, which is about 82 per cent, the minister had said.

Minister Duraimurugan had alleged that Karnataka does not "have a heart" to share water with Tamil Nadu though it had enough water.

Attack On India Mission In London A "Disgrace": UK Trade Secretary

UK Business and Trade Secretary Kemi Badenoch on Friday said the attack on the Indian High Commission in London by pro-Khalistani elements in March was a "disgrace, and the British government will do everything to ensure people feel safe and secure.

She said this in response to a remark by Commerce Minister Piyush Goyal that the UK has a very large Indian population, and still the Indian High Commission was not feeling very safe.

"In any country no matter how much of a global superpower there will always be problems and in the UK one of the most interesting things, and I say this as one of the immigrants to the country, is that quite a lot of the times people don't integrate the way we want them to and they bring problems and the same negative attitudes and the same issues from wherever they come from and bring it to the UK," she said.

In March, the tricolour flying atop the Indian High Commission in London was pulled down by a group of protesters waving separatist Khalistani flags and chanting pro-Khalistani slogans.

"I personally thought that what happened and I speak on behalf of the UK government not just personally, what happened at the Indian High Commission was a disgrace," Badenoch said.

Mr Goyal was moderating a 'trade ministers session' at B20 Summit India 2023, in which Badenoch and several other trade ministers participated.

Adani's Strategic Initiatives Enhance Credit Profile, Rs 2.36 Lakh Crore Worth Equity Deployed

In a significant milestone, the Adani Group through a series of strategic initiatives has increased its liquidity position at the portfolio level to finish with a cash balance of Rs 42,115 crore at the end of the June quarter, the company said in a statement today.

The portfolio companies diligently focused on bolstering their financial standing, ensuring a robust foundation for their ambitious projects, it said.

For the first time, the equity deployed increased to more than half the total assets - at 55.77 per cent; equity for FY23 was Rs 2.36 lakh crore against net debt of Rs 1.87 lakh crore.

The group had the highest-ever cash balance at portfolio level of Rs 42,115 crore - Rs 1,764 crore higher than at the end of the preceding March quarter.

For the first time, the portfolio's net debt to EBITDA (run-rate) fell below 3x - at 2.81x in the last 10 years.

The contribution from core infra and utility platform to Q1 FY24 portfolio EBITDA at more than 80 per cent lends high degree of stability and multidecadal earnings predictability.

Some of the key measures that contributed to this positive transformation include significant deployment of equity resulted in total equity increasing to 55.77 per cent of the total assets, as compared to 40.16 per cent at the end of FY19.

The equity deployed by the end of FY23 was Rs 2,35,812 crore, much higher than net debt of Rs 1,87,087 crore.

EBITDA and gross assets have grown at a much faster rate in the last four years (FY19 to FY23) at a CAGR of 18.13 per cent and 21.7 per cent, respectively. EBITDA in the June FY24 quarter increased by 42 per cent year-on-year and was more than 40 per cent of the entire FY23. As against these, net debt has grown at only 14.56 per cent CAGR, resulting in consistently improving leverages ratios.

The feature film awardees were announced by jury head filmmaker Ketan Mehta. The Dadasaheb Phalke Award, India's highest film honour, will be announced later. The National Awards will be handed out by President Droupadi Murmu in a ceremony later in the year.

Delhi Court Frames Charges Against Sajjan Kumar In Anti-Sikh Riots Case

Special Judge MK Nagpal said he was of "prima facie" view that oral and documentary evidence placed on record by the prosecution was sufficient to hold that an unlawful assembly or mob consisting of hundreds of people armed with dandas, iron rods, bricks and stones etc had gathered near the Gurudwara in Gulab Bagh in the national capital's Nawada area on November 1, 1984 at around 11 am.

"Accused Sajjan Kumar was also a part of the said mob and common object of the said mob was to put the above said Gurudwara on fire and to burn and loot the articles lying therein and also to burn and destroy the houses of Sikhs situated in the said locality, to damage, destroy or loot their articles or property and to kill the Sikhs residing in that locality, in order to avenge killing of the then Prime Minister Smt. Indira Gandhi," the judge said.

The judge, however, discharged Kumar of the charge of murder under Section 302 of IPC in another case of riots that took place on November 2, 1984 that left two men-- Sohan Singh and Avtar Singh-- dead and several others injured outside the Congress party office in Uttam Nagar.

While ordering framing of the charges in the case related to the November 1 incident, the judge noted that Kumar had "prima facie" instigated others in the mob, who remained unknown and could not be identified during the investigation, to achieve the above illegal objectives including burning down the Gurudwara.

The mob damaged or looted the articles lying there, burnt the house of a man named Nath Singh and his truck and scooter, along with articles and properties of other Sikhs, the court said.

The mob also attempted to kill Gurcharan Singh by throwing him on a burning truck and inflicted injuries on Jaspal Kaur, Sohan Singh and Nath Singh.

The court said a prima facie case was made out against the accused for commission of the offences punishable under various sections of IPC, including those for rioting, attempt to murder, dacoity, promoting enmity between different groups on grounds of religion, race etc., outraging religious feelings of any class by insulting its religion or religious beliefs and causing grievous hurt.

It said Sajjan Kumar was the "principal abettor" at the scene of the crime.

Mira Rajput is a woman of many hats, quite literally. The wife of actor Shahid Kapoor, who is currently on a European holiday, is living her best life as she is touring across the continent. Mira, who has been fairly regular in treating her fans to pictures from her vacation, did nothing different on Tuesday. In her latest Instagram entry, we can see her posing in style at different locations, the constant being a hat on her head. Sharing the pictures, Mira simply wrote, "Wearing many hats.. or the same hat, many times."

A few days back, Mira Rajput shared a picture from Switzerland and talked about her irresistible urge to take a "plunge" in water. Sharing her fond memories from childhood days, Mira wrote in the post: "Take the plunge! I cannot resist jumping into water - the sea, off a raft, into a river, a waterfall and finally I ticked off a lake! On our summer holidays to the hills, my mom would have us all stop at every waterfall so she can take a dip.. the apple doesn't fall far from the tree..." She continued, "So after lunch at the beautiful @aiolaalporto (the linguini was so good we went twice in a row) and a quick change later, fellow water baby @lamourage_ and I took one too many jumps into the freezing lake." Mira's brother-in-law Ishaan Khatter was the first one to drop a red heart emoji on the post.

Shahid Kapoor and Mira Rajput rang in their 8th marriage anniversary in Greece a few days back. The couple wished each other with mushy posts on their respective Instagram profiles. Shahid Kapoor posted a picture of himself kissing Mira and added a lovely caption that read, "In a sky full of stars... I gave you my heart... Go on and tear me apart...You will only find you in my heart (pls don't kill me cause I made up my version of your fav song) happy anniversary my wife for life."

After a 40-day journey starting from the Satish Dhawan Space Center in Sriharikota, the Indian Space Research Organisation's (ISRO) Chandrayaan-3 mission landed successfully. The Vikram lander made a soft lunar landing around 6 PM on August 23.

With this touchdown on moon in second attempt in four years, India has become the fourth country to master the technology of soft-landing on the lunar surface after the US, China and the erstwhile Soviet Union.

According to PTI reports, Chandrayaan-3 is a follow-on mission to Chandrayaan-2. Its objectives are to demonstrate safe and soft-landing on the lunar surface, roving on the Moon, and to conduct in-situ scientific experiments.
